The 41-year-old, Dallas-born singer had already arrived in Malaysia. She can remain here as a tourist but will not be allowed to perform, the official said.

Information Minister Rais Yatim confirmed the decision on his Twitter account.

Razman Razali, managing director of the show's Malaysian organizer, Pineapple Concerts, said his company was in contact with government officials and hopes the ban will be reversed.

Badu is "worried and dismayed," Razman told The Associated Press. She was slated to perform in an auditorium that can hold about 3,000 spectators.

It was the first concert by a Western performer to be banned in Malaysia in recent years. Several other stars, including Gwen Stefani and Avril Lavigne, were warned by officials to dress modestly for their shows to proceed.

The photograph of Badu, which also appears on her official fan website, attracted attention after Malaysia's most widely read English-language daily, The Star, published it Monday.

On Tuesday, the newspaper apologized to Muslims for what it called an "oversight," saying it deeply regretted any offense sparked by the photo, which was "inadvertently published." The Home Ministry summoned The Star's editors to explain the photograph, which caused some Muslim activists to demand the newspaper's suspension.

Royal Bank of Scotland losses widen on writedowns

LONDON (AP) ? U.K. lender Royal Bank of Scotland saw its loss in 2011 swell by 78 percent as it booked large provisions for Greek debt and compensation for customers missold payment protection insurance.

RBS shares were up 4.5 percent at 28.27 pence in late morning trading on the London Stock Exchange, rebounding from an early drop.

Gary Greenberg, analyst at Shore Capital, said the biggest disappointment was the decline in revenues, though he backed RBS' emphasis on rebuilding its balance sheet over profitability as "the correct strategy."

Impairments included 850 million pounds for compensating people who were missold payment protection insurance on loans taken out with the bank, and 1.1 billion pounds for Greek debt. That was offset by a 1.8 billion-pounds gain on the fair value of the bank's own debt.

RBS set aside 785 million pounds for staff bonuses, down 43 percent from 2010.

Treasury chief George Osborne said the government was pleased that RBS had reduced its bonus pool, "but our main interest should be to get back as much money as possible for taxpayers."

The break-even price on the government's investment in RBS is about 50 pence per share. Chairman Philip Hampton said "there are no shortcuts" to rebuilding a company saved by the 2008 45.5 billion pounds bailout, the world's most expensive bank rescue.

"We all understand that a company that is making losses at the bottom line tests the patience of those who depend on it," Hampton said.

"However, the restructuring task we have undertaken at RBS is unique in its scale and complexity, and needs to be phased in line with our ability to fund and execute it," he said.

In the fourth quarter, RBS reported a net loss of 1.8 billion pounds, compared with a profit of 1.2 billion pounds in the previous three months. Income was down 6 percent to 5.9 billion pounds.

RBS' insurance division, which it must sell to comply with conditions for its bailout, returned to profit last year. Operating profit of 454 million pounds reversed a loss of 295 million pounds in 2010; net claims fell from 4 billion pounds to 2.8 billion pounds.

The bank hopes to spin off the division through a market flotation later this year.

RBS is the second big British bank to report annual results. Barclays earlier announced a 15 percent fall in net profit to 3 billion pounds, and part-nationalized Lloyds Banking Group publishes its results on Friday.

Operating losses at RBS' Ulster Bank division, based in Northern Ireland, were up 35 percent to just over 1 billion pounds as impairments grew in its mortgage book.

ScienceDaily (Feb. 20, 2012) ? University of British Columbia researchers have identified conservation "hot spots" around the world where the temptation to profit from overfishing outweighs the appetite for conservation.

Combining economic outlook and fisheries population growth rates for all countries currently reported to fish in the ocean, UBC fisheries researchers William Cheung and Rashid Sumaila developed a conservation risk index to reveal the economic-conservation trade-offs of fishing.

Areas with the highest risk index -- those most biologically and economically vulnerable to overfishing -- include the northeastern coast of Canada, the Pacific coast of Mexico, the Peruvian coast, the south Pacific (offshore of New Zealand in particular), the southern and southeastern coast of Africa, and the Antarctic region.

"This index is a guide for determining the appropriate conservation and fisheries management policy for each region," says Cheung, an assistant professor in UBC's Fisheries Centre, who presented his research at the Annual Meeting of the American Association for the Advancement of Science (AAAS) in Vancouver, Canada.

"The most vulnerable areas may need to be protected with special management approaches -- such as marine protected areas, while others may benefit from economic incentive instruments to better manage the ecosystems -- such as territorial use rights in fisheries, or TURFs," says Sumaila, professor and director of the UBC Fisheries Centre.

The index can also help conservation managers use scarce resources in a targeted, efficient and effective way to ensure the conservation of sustainable use of seafood and marine ecosystems, Sumaila adds.

"Fishing has a major impact on marine biodiversity, causing the depletion of many species," says Cheung, who grew up in Hong Kong and focused his earlier research on fisheries in the South China Sea -- one of the most over-exploited areas in the world's oceans. "I witnessed how overfishing can damage marine ecosystems and the goods and services they provide -- but in order to solve the problem, we need an understanding of both biology and economics. Biology determines whether a stock is more vulnerable to fishing, while economics determines how strong the incentive is to overfish the stock now."

The conservation risk index is based on the discount rates of fishers and the intrinsic population growth rates of the fish being targeted. The discount rate is a measure of how much a dollar of fish to be received in the future is worth today -- similar to the long-term lending interest rate of central banks. The intrinsic population growth rate is the difference between the birth and death rate of a fish stock.

Cheung and Sumaila used published discount rates data for all countries that are reported to fish in the ocean, and intrinsic growth rate data for major exploited fish species to calculate the conservation risk index for each half degree square area of the world's oceans (2,500 square-kilometres, roughly the size of Metro Vancouver or three times the size of New York City). The higher the conservation risk index, the more vulnerable the area is.

Okay before we start on this book I have to share some info that took place in the reading of this book. ?While reading this fascinating young adult fiction, I opened up a store with a friend of mine. ?While opening the store I started reading this book in hardcover format, that's important and will be explained later. ?The store we have opened is True Hideaway Family & Gaming ( http://www.truehideaway.com ?or find us on face book) The central focus of the store is for gamers especially those that play "Magic; the Trading Card Game," we have friday night tournaments and are looking at maybe doing tournaments other nights since we've become popular.

We affectionately refer to our store as a "nerd store," because it is home to all things nerdy. ?My part of the store is comic books and collectibles, the other aspect is we sell books (manga, reprinted pulp-fiction books, sci-fi / fantasy novels and graphic novels) ?as well as all the gaming materials. ?We even have regular "old-fashioned" board games and anyone can come in anytime and play a game. Role playing games seem to be highly popular and we have folks come in and play their campaigns. ?I am liquidating my old comic book collection of around 2,000 or so comics and when I sold an old "Kiss" comic from the mid-70s for $70, I decided to reward myself by finally buying a kindle.

With my rewarded kindle in hand, I loaded up some books that are on my to-read list and took off. ?The first book I loaded was this book, I was halfway through the hardcover, but I thought what better way to launch than to get this "peculiar" book rolling. ?I am now in love with my kindle, but every so often I know I'm going to go back to a regular tree killing book, but for now, I'm a kindler.

Okay let's move on to this book, "Miss Peregrine's Home for Peculiar Children." ?When I first picked up this book I wasn't aware that it was a Young Adult fiction, I knew it was fiction, but the goal is for ages 13 and up. ?The and up is very true, this book is very well written, with a fascinating story and some great adventures thrown in that make this book perfect for all ages.

?

The book was originally intended to be a picture book with the photographs that were collected by various people from bins of lost photgraphs found at flea markets and such. ?But thanks to a genius editor at Quirk Books, Riggs wrote a story based on the photographs. ?The photos are all peculiar in and of themselves and putting them together to form a story the author shows not only genius himself but a storytelling ability that would put any comic book writer to shame.

The bulk of the pictures feature various weirdness of subjects; a man posing with a rock in the background looking as though he's lifting the boulder, a young boy's head on a dog's body, a young girl looking as though she's holding a flaming orb. ?Many of the pictures are a bit creepy and sometimes when the story behind them created by Riggs is told they can seem extremely normal or even creepier.

The story revolves around Jacob whose grandfather had escaped Nazi invasion by fleeing to a children's home on an island off the coast of Wales. ?The children are all "peculiar," at least according to the stories from Jacob's grandfather. ?There is the invisible boy, a teacher that is a bird, a strong man, a girl that floats, one that controls the growth of plants. ?So at times this school seems to have come out of an issue of X-men comics. ?But the story goes even further when Jacob witnesses the death of his grandfather at the hands of a shadowy figure. ?Jacob tells his story and immediately branded as suffering a mental breakdown due to the loss of his grandfather. ?His grandfather's last words were to follow the loop to September 30, 1940 and find the bird. ?Cryptic yes, but after exploring his grandfather's possessions he finds that the school his grandfather survived the war in exists.

When Jacob and his father make a trip to Wales, the dark secret behind "Miss Peregrine's Home For Peculiar Children" is revealed and soon Jacob must save the children and possibly the world.

Jobless claims drop to lowest since 2008

New applications for unemployment benefits dropped to the lowest level since March 2008 in another sign that the labor market was on the mend.

The Labor Department reported Thursday that seasonally-adjusted new claims fell to 348,000, down 13,000 and below the key 350,000 target?that economists believe is crucial for job growth. The 4-week moving average, considered a more accurate gauge?of the labor market,?was 365,250, a decrease of 1,750.

Economists polled by Reuters had forecast claims rising to 365,000. The four-week moving average for new claims, seen as a better measure of labor market trends, fell 1,750 to 365,250 - the lowest since April 2008.?

New jobless claims have declined for three straight weeks.

Job gains have exceeded 200,000 for two straight months and the unemployment rate dropped to a three-year low of 8.3 percent in January.

"For the series to produce a third straight decline is unusual and suggests the improvement in the labor market is maintaining and even extending momentum as we enter February, for which next week will see the non-farm payroll surveyed. Giving further support to the positive message is a 100k decline in continuing claims in the week to February 4, to 3.426 mln, this the lowest level since August 23, 2008," said economist David Sloan of IFR Economics.

But considerable slack still remains, with 23.8 million Americans either out of work or underemployed. There are no job openings for nearly three out of every four unemployed.

A Labor Department official said there was nothing unusual in the state-level data and no state had been estimated.

The number of people still receiving benefits under regular state programs after an initial week of aid tumbled 100,000 to 3.43 million in the week ended February 4. That was the lowest level since August 2008.

Economists had forecast so-called continuing claims falling to 3.50 million from a previously reported 3.52 million.

The number of Americans on emergency unemployment benefits rose 16,568 to 3.00 million in the week ended January 28, the latest week for which data is available.

When Whitney Houston is eulogized and laid to rest on Saturday in New Jersey, it will complete the circle of her personal and professional lives in more ways than one. Houston, who died at age 48 last Saturday in a Beverly Hills hotel room of as-yet-undetermined causes, grew up in New Jersey and cut her teeth singing at Newark, New Jersey's New Hope Baptist church.

It is there that her family and friends will gather to remember a favorite daughter who burst onto the global music scene in the mid-1980s, never forgetting where she came from. Houston was the third and youngest child born, on August 9, 1963, to gospel great Cissy Houston and her late husband John, an entertainment executive and former Army serviceman. The couple raised their brood in what has been described as a strict but loving household in middle-class East Orange, New Jersey, where the family moved in 1967 following six days of riots in Newark tied to a police incident involving a black cabdriver. To her neighbors and childhood friends, Houston was known affectionately by her nickname "Nippy" and for the angelic, powerful voice she shared with them during Sunday worship services.

Her Grammy-winning mother led the musical program at New Hope and the "I Will Always Love You" singer's cousin Dionne Warwick also sang in the choir of the 112-year-old church. Whitney got her start as a soloist in the church's junior choir at age 11. Houston was just one of the stars to rise from the city of 275,000, located 10 miles from New York City, which also spawned comedian Jerry Lewis and rock icon Paul Simon.

According to local media reports, Houston kept those roots strong even after she ascended to stardom, dropping in every so often to sing at Easter Sunday services at New Hope and spending time with neighbors at barbecue and holiday gatherings.

The town returned the favor, renaming a local elementary school near her childhood home Whitney E. Houston Academy of Creative and Performing Arts in 1997. Houston would often drop in and spend time with the pre-kindergarten-through-eighth-grade students, who gathered for a memorial event on Monday where they heard speeches, released white balloons and listened to Houston's legendary rendition of the National Anthem from Super Bowl XXV.

Her funeral will be a private affair that will be streamed live online and offered to TV networks. New Hope Pastor Joe A. Carter will preside over the small, intimate ceremony, which he said will be a "celebration for one who has left us with so much," and the eulogy will be given by gospel singer Marvin Winans.
